EIFL (Electronic Information for Libraries) is a non-profit organization established back in 1999 in Vilnius. Alongside with international partners, the organization aims to ease the financial burden of scientists and researchers from the developing countries and facilitate publishing of their scientific output in the prestigious journals. The agreements reached between the EIFL and publishers reduce the importance of the financial position of states and institutions by providing equal opportunities for scientists and researchers around the world to publish their output in journals that meet the highest publishing standards or to publish through Open Access. Open Access without an embargo period ensures rapid dissemination of science, increases the visibility of authors, and opens up opportunities for cooperation.
In March, EIFL published an updated list of publishers offering Article Processing Charge (APC) discounts to Lithuanian authors. The largest and oldest publishers in Europe – Brill (established in 1683) and Taylor & Francis (established in 1852) are offering 50–60 per cent discounts for publications, while Singapore-based World Scientific, going side by side with Europeans in regard to the Impact Factor, is offering a 50 per cent discount, as well. The smaller and more specialized publisher Edward Elgar Publishing may attract the attention of lawyers, economists, and geographers, while the 20 per cent discount and the top IF offered by U.S. publisher SAGE Publications could be of particular interest to representatives of medical and health sciences.
